Emperor Velo is an alien who claims to be the ruler of the galaxy. He's ruthless, impatient, and loves racing. Velo possesses a scepter with mysterious powers, and he abducts beings from different planets to force them to race, as entertainment for him and his people. He uses the safety of his racers' home planets to persuade them to keep racing.
Despite Velo's intimidating figure, he's as small and weak as his subordinates. He concealed this fact by wearing a robotic suit, which blew up when he became furious at his loss to the Earthlings.
