An automated plant built by Dr. Neo Cortex to mass-produce lab assistant androids. The conveyor belt would take a lab assistant wireframe and place it in a tissue generator to give him skin and proper attire. Once the assistant was ready, he would be warped to a different place and time with the help of Dr. Nefarious Tropy's Time Twister. Since lab assistants were produced before Cortex and N. Tropy first met, it's likely that the Neo-Cor Systems (or an older version thereof) already existed prior.

The facility was likely destroyed after the Time Twister became unstable and was swallowed by a giant warp sphere.
